Gill has over two decades of experience in social housing and currently serves as Director of Housing for CESSA Housing Association (CESSA HA), a specialist provider of sheltered accommodation for former members of the UK Armed Forces, including Reserve Forces, Royal Fleet Auxiliary, and MOD Civil Servants, as well as their dependents aged over 60. She also acts as Assistant Chief Executive Officer for CESSAC, the charity’s welfare arm that operates amenity centres in military bases across the UK, Cyprus, and the Falkland Islands.
Having joined the Association in 2015, Gill oversees housing management and support services for eight sheltered schemes, managing 191 homes directly and a further 91 properties on behalf of Greenwich Hospital, a Crown Charity. She leads a dedicated team of 30 staff and reports to the Chief Executive and Board on both operational and strategic delivery across the portfolio.
Gill’s housing career spans more than 20 years, beginning in 2001. Over this period, she has gained wide-ranging experience across housing management, resident engagement, safeguarding, compliance, and strategic planning. She is the former Chair of the Chartered Institute of Housing (CIH) South East Regional Board and an active member of Acuity’s Housing for Older People Benchmarking Group, also sitting on its Benchmarking Steering Group.
Her professional interests include policy and practice development for smaller housing associations, supporting vulnerable and older residents, and sector collaboration to improve resilience and service quality. She is passionate about ensuring that smaller associations have a strong collective voice within the housing sector, and about working collaboratively to tackle emerging challenges — developing practical, regionally informed solutions that meet the needs of residents and smaller providers, especially in services for older and vulnerable people.
Outside work, Gill enjoys gardening and spending time with her family, and she serves as a Trustee at her local church.
